They usually rescue or handle emergencies involving hazardous material and dangerous chemicals. They are technicians that stay behind after other officials are finished with a situation, essentially as a last resort when there is about to be an explosion or leak that causes injuries, deaths, risks for the air, water or land in nearby communities.

Dangerous when wet hazmat division?
Yes. I’ve never worked in the hazmat division, but it’s definitely dangerous when wet. Seek shelter if any gas leaks out of your waste containers.
